Q: Which one would you consider better the canon g7x or this camera

This would not be a fair comparison. The M3 is a interchangeable lens unit, in fact is considered a mirrorless camera. The G7X is actually a member of the poweshot family and although an excellent camera is self contained and not expandable. If you are looking for a simple camera with high quality and small footprint camera then the canon g7x is for you, but if you are looking for a camera with capabilities closer to a DSLR but lower cost then the M3 is the one for you.

Q: does it have image stabilization?

No Image Stabliization with the EOS M3.

Q: How long of a video can this camera record? A few minutes? Hours?

I've run it continuously for 2 hrs, though it broke the recording into 30 min clips on the card. I use a 64GB card with my M3.

Q: Is there a lag time after pressing button for shutter to activate? dslrs are instantaneous. pns cameras usually lag.

Not that I've noticed. The thing that takes the most time for me is moving the focus square to the place I want it. But, when I depress the shutter, it takes the picture right away.
