can this charge devices through its USB C port?

No, the USB C port is an INPUT (to charge this "battery bank") and cannot be used to charge an outside device. Only the 2 full-sized USB ports are outputs that can be used to charge your other devices.

The product photos indicate that "battery +" goes to b- and "battery cathode" goes to b+. that seems wrong. is it wrong?

Im trying to use 1 of these to power a raspberry pi 4 and make it portable. I already have the battery. But not sure if it will work.

This certainly has enough amps to power a PI, the question becomes what else are you going to plug into the PI that will draw power, such as a USB camera or other device or PI hat. ?

How many 18650s can you run with these?

Hi friend, you can use the board to charge more 18650 battery, 4 to 5 4 to 5 parallel connection, cannot be connected in series. The charge voltage could not over 5V. If you have polymer battery, it will be better.
