Does it have good bass? Is it better than polk tower speaker?

Bass is better and tighter than expected. I'm a quality not quantity guy so I'm not looking for movie theater effects. Can't comment on the Polk Towers and better is certainly subjective. I will say the T20's punch above their price range and are very musical.

Do you need a sub woofer with these?

If you are looking for that lowest octave, yes. That includes the boom, bam of home theater which I do not care about. However, their bass response is impressive considering the size of the speaker. Also, consider your amp, room and speaker placement. Often neglected but very important...
