is this software and the cable ?

Yes. It comes with a small CD with several BMW software: ISTA+, NCS Dummy, NCS Expert and a few others. However, they are not the latest versions, and you will be better off finding the newer versions on line and using them. The cable will work for those. If you find INPA (which is the newer BMW software, and it is not included in this package) you can use this cable for E-series cars, but it will not work for F and G series.

Will this work on a 1999 bmw 540i with the round connector under the hood? it also has the normal obd2 port under the dash.

I have used it on the obd2 connector , if want to utilize the round port you need to get the adopter to connect on your obd2 end of the cable

Will it work on a 04 rsx type s ?

No ,it can work in the 2004 Acura RSX Type S. Jusr can use for BMW.
