Does this have any chance of burning the surface under it? Like if I put it on the table will it burn wood or laminate?

It shouldn't. I've had it on a plastic tablecloth and the tablecloth did not burn or melt.

Are the trays Dishwasher safe?

they are stainless steel and I ran them through and had no issues

Is it a plug in or how does it work?

Plug it into an outlet. Place cooked food in trays, with a tiny amount of liquid to maintain a little steam to keep food moist. Keep lids on, or food will get cold. I usually put masking tape over utensil openings to keep heat from escaping. It won't matter after service starts. Purpose of this is to have many dishes hot at the time of guests arrival, just sit down to eat and don't worry about running to and from stove. I own five servers, can accommodate a dinner for 40 guests.
