Can this be used to cover cutting surface for cnc machine

It’s not quite thick enough for that use. Maybe the permanent version is a better option.

The title says removable and matte, but the "About this item" detail says permanent and glossy. Can you clarify?

From what I know- 651 is permanent and 631 is removable

Does this work well for car decals?

The Oracal 631 is deigned to be easily removeable. Oracal 651 is better suited for car decals that will be on the vehicle for longer periods of time.

Will this stick to wood paneling?

Yes. Oracle 631 has a matte finish with removeable adhesive, yet it sticks just fine! I used it on a wooden board for a wedding sign. It sat out in the sun and the letters did not curl up and peel off. I hope to heat up the board now and remove this vinyl to change the sign. Haven't done that yet. Special note: My board was stained without any sealer, so also had a matte finish. If your wood is sealed, but has a wax or glossy finish, you should test the adhesiveness. If you want a stronger, more lasting bond, use Oracle 651 but that has a glossy finish. Oracle 671 is commercial grade adhesive even more permanent, matte finish and can be used outside. Depends on your project.
