Is this easy to use for a tall person? Or do you have to hunch over?

I'm 5'7" and I hunch, my husband is 6'1" and he hates it.

Would this work as a doll stroller for a tall three year old to push her dolls in?

yes and no. Might be a little high (handles) But 3 year olds grow. Bigger dolls would sit nicely.

Can a 8 months old sit on this

If they can sit up on their own, I would say yes. Do not get this if you are taller than 5’6”.
