Is this good for seams that are coming off a roof storage bag?

I don't know what you mean by roof storage bag - a bag that goes in the loft/ attic? If so, it might work. smear some on one seam, then some on the other side that it will make contact with, wait about 10 seconds then put the edges together. Don't spread it thickly. The glue is not for outside though, if this is what you mean.

Is this suitable for bonding a broken roof tile?

Absolutely not. This is for large surfaces to be bonded together. An epoxy resin would be more suitable … a two part cement such as Araldite.
