Can I use this to cover a old chair cushion?

I wouldn't. It would likely split the first time womeone sat on it. It is a contact paper that has a flocked rather than smooth surface. Better to get upholstery fabric and use staples to attach to underside of seat.

Will it cover over old velvet?

I don’t know but would be hesitant. I used it on bare wood. You could try it on a small bit and if it doesn’t work, then take off the old. Do you think a sticky backed thick sticker would adhere to the old velvet? If so, them this should also.

Is the royal blue color safe, or is there risk of discoloring light colored wood?

We used this for underneath cermanic tiles we wanted to put on our dining room table to protect the surface. The ceramic tiles are being used as trivets. Can't speak to discoloring wood.
