can this be applied under water?

No. Per the instructions, the pool surface had to be dry to be able to apply it. At least that's what the video I watched from the manufacturer said. Also, the way it goes on, is very granular. I would explore youtube videos to see if there are any good recommendations for applying plaster under water and best quality products. I saw a few that demonstrated the "how-to".

is there an alternative to weighing the powder. a measurement in cups maybe? just mixing small amounts at a time. thanks!

People mix different amounts of the acrylic with the powder, based on how concerned they are about the plaster sticking. I tend to add enough acrylic to get the powder to start clumping, then add water to get the consistency I need. I've heard of people only using acrylic and no water. If you end up needing more acrylic, it's reasonably priced at Home Depot. In this way, no measuring is necessary.
