Does it come with spices in the jar

It is just the spice jars, no spices. Beautiful.

Do these jars seal the spices tightly or do they have shaker holes that are always open? Thanks

There is a metal covering (pictured) on the outside of the lid that can be twisted to reveal the openings for spices. Underneath there a two triangle sections for spices to shake out, one just open (without holes) and one with holes. Both can be covered completely by twisting the metal covering.

are the containers airtight?

No.The small jars have plastic caps with a rotating stainless steel shell. Similar to a salt and pepper shaker, with four settings (pour,small hole, bigger hole and close), but if you "close" the cap and try to blow air thru it by putting it on your lips, the air will pass thru. I would say they are dust proof though. Excellent.
