Yes, the valve does adjust from turning the coolant flow from full off to full on. Even when the engine is warmed up and the hose bypassing the core is hot the core is cold.

How many turns is the knob lock to lock?

“Lock to Lock” the knob only turns 1 full turn from open to close.
