I was thinking about using this fan as an exhaust for my welder. Would this be a good idea?

Like how? It will clear out a small room or shed. There wouldn’t be any flammable fumes from welding like painting.

Why does the 20" have a higher cfm rating than the 24"? makes me think all the numbers are garbage...

Physics. The tipping point on power input to output... At a certain level the size of the blades will slow the CFM at the same amps because a larger mass requires more energy to move the same rotation distance.

If mounted solidly it seems relatively quiet. As I am using it to help cool a running generator this really is a moot answer.
