Is this cream similar to neosporen in the US? If not please advise.

Somewhat similar but it is an antiseptic instead of a antibiotic. I use it for the same uses. I find it works just as well

I have no idea. I only look at use by dates on food then only as a guide. I did not think an antseptic cream could go off. As a healing cream it is the best I have found.
