How do you inflate this

You can pump air in it with an air pump, this test plug comes with an air valve on one end, or you can inflate with water as well. The handle serves as a tool to remove the air valve if you choose to use water to inflate.

What is the difference between this and the tp34? there is a slight price difference and the 34 is a waffled body. anything else that is significant?
