does it come with wheels

Grinding wheels yes it comes with 2. 1 @ Coarse (36 grit) AND 1 @ General Purpose (60 Grit) the higher the grit the lower roughness.

How hard is it to put a polishing wheel on? And how good does it do? I'm doing it for restoring straight razors

Polishing wheel can be installed easily. This particular model will serve you well as the speed is not high but will polish without damage to mayerila or wheel.

How do you secure it to the workbench?

2 holes at the bottom for bolts to secure to a bench. Place Bench Grinder on workbench, use holes as a template and mark with pen the 2 positions for the bolts. Remove Grinder, drill holes and secure with bolts, washers and nuts. Ten minutes.

Will this grinder work for making knives?

If you are serious about making knives, I would get heavier and mote powerful.
