What is the actual decibel rating?

Not sure the exact decibels, but it is really quiet, no ear plugs needed. Love this air compressor!

What is the piece of clear rubber tubing for? It came packaged with manual and air filter.

When you insert it into the air intake the sound level drops significantly. It's a really big difference for such a little aquarium style tube.

Can this compressor be stored on it's side without issue?

Oiless compressors generally have no issue being stored on their side. Though I do not advise operating it as such.

Will this copressor run my small plasma cuter

The answer is a bit complicated...plasma cutters need 4-8 SCFM @ 90-120PSI. You can use this unit but it depends on the duty cycle of your cutter. You should consider the 1620S-it supports 5.3SCFM @90 psi...more likely consistent with a small plasma cutter and you will get cleaner cuts with the higher throughput.
