What are the diameter, height and inside hole diameter for each of the Model 1 up to 5 ?

They are actually listed on the manufacturer's page in MM dimensions and all of the model 3,4,5 are the same but different resistive proponents for given weight suspension. I use the model 4's on a 40 LB Pioneer PL-L1000 2(tables) and the 5 set for the 45 LB Denon DP-72L with great playability and no issues with resonance.

If I use these with the Scout under the existing feet, will they raise the level of the turntable too much for the separate motor and belt drive?

It depends on how many grooves are on the pulley. The belt will finds its own center.

A set of 4 will support 64lbs. My amp is exactly 64 lbs. Should I get these or the next model up to handle more weight?

Each of the Model 4 Vibrapods will support 14 to 18 pounds, per their site. So your amp might be OK on the Model 4. If, like mine, you have heavy transformers in the rear (a tube amp, for instance, with three large transformers at the rear), I would perhaps use a stiffer Vibrapod under the heavier end and a more pliable for the lighter. My power amp is 50 pounds, so I am using 4s on the rear and 3s on the front.

Dampen vibration on your amp for cleaner sound - I don’t think so.

Place these under the feet of your amplifier or DVD player for clearer sound and better video. Who are you trying to kid! Under a record deck *maybe* they’ll dampen vibration. This is classic hi-fi hype. You can read it in every hi-if mag. Gross exaggeration or hyperbole, you decide.
