Can this be used for a marine floating dock?

Yes, but it should be coated. You could use Bounce with All Purpose Foam Coat mixed in to give it some body. Some people coat them with a Polyurea, like what is used for bedliners. Make sure that the coating won't dissolve the foam.

This solid 12" x 14" x 22" foam piece is higher quality white foam and lends itself well to a hot wire cutter. But, does not sand well at all. It can also be glued together and then cut if a larger size is needed. A very very sharp knife can cut it slowly and smoothly in a saw action, but go slow,

This is a rigid foam. Looking at Puffin Pads, they seem to be made primarily from a softer polyethylene foam, similar to our Armor Foam which is often used in camera and equipment cases.
