Are these OK for gerbils to eat?

Yes, so long as they are fed in moderation. You can give your gerbil one a week, nothing more. They are high in sugar, which isn’t great for hamsters or gerbils, but when given as a rare treat it is perfectly healthy.

Are these good for dwarf hamsters too, such as a robo?

I had a Campbell's Dwarf Hamster many years ago and she loved these. The drops are about the size of a dime, so they are quite big for a dwarf hamster, but mine was still able to eat it, she just had to take small bites.
