Why is it called a "wet-stone"? Should it be wetted with water for use?

As some of the other answers have alluded to by correctly spelling it "whet stone". "Whet" means to sharpen or hone, hence it is a "sharpening stone". It will whet without water or oil (it is simply an abrasive stone), wetting it simply prevents heat build up due to friction.

Is this whetstone worth buying? How does it work for Kitchen knife

My kitchen knives are the sharpest they have ever been. You need to use both sides of the stone for a perfect finish (20-30 mins a knife) but it's very therapeutic. I'm very happy with my purchase.

Don't whetstones need to be soaked for at least 12 hours?

Perhaps no idea. I did it for 20mins and I can cut through silk (probably). But if you want to soak it for 12 hours you can. I may have when I first got it, but can not remember. I just followed the insctructions. Either way its calming sharpening.

Do instructions come with this?

There is a little leaflet in the box, but that won’t teach you how to sharpen with a stone like this. If you’ve never used a stone like this, I suggest you look it up on YouTube. There are hundreds of videos on how to do it... once you’ve tried it a few times, you’ll get the hang of it. It’s not that difficult :-)
