No, but you can buy a 'universal' rain cover for wagons on line.

Does anyone know of a rain cover that would fit this?

I looked, but couldn't find one the right size. You'd think the company would have made one.

Are the straps at either end high up so feet hang, or do legs have to be straight out when in use?

When the child is sitting in the wagon there is no actual seat, they sit on the base with their legs straight out and can also lie down to sleep or rest.
