Does the jug lock into the base?

Hi. It does. It is well made and easy to use. When you tip over the jug to set in place, it doesn't leak and is sturdy (I have 1 German Shepherd and 2 Pitbulls) and there have been zero problems with it coming loose.

How does one clean/ change the filter? (Please, if you believe there is no filter, don’t state that. Read the product description closely).

The filter should be changed every 4-6 months. You can buy a 6 pack of filters at Amazon.
