What is the voltage of this heater?

Voltage is 230V and wattage is 40W

Are these safe in a small shower room? struggle to dry washing in winter, thought of these awhile ago but questioning safety etc.

Hi They are safe but not enough output to dry clothes . I put mine in a cupboard hoping it would do the same but only warms the room slightly , enough to air but not dry anything

I have an outside wc would this keep the temperature above freezing?

Unlikely - this is less heat than an old-fashioned light bulb. You need a bigger heater and a thermostat so that it comes on only when needed.

I am looking to warm the surface of a wooden computer desk and am hoping that screwing this to the underside would have the desired effect ?

This item is designed to be attached to a vertical surface so that the heat is dissipated into the surrounding air. Screwing it to the underside of the desk could cause the unit to overheat because the heat is not escaping or stop it working because the thermostat will be activated constantly. Also possibility of a fire. It might be worth investigating a heat mat used for propagation - check with the supplier.
