No it doesn't rotate. Each section can be removed and then the compartments can be switched but it does not rotate.

How easy is this to move from table to shelves? Is there a carry handle or would it need lifted from the base?

You need to lift from the base. There are 5 small semi circle cut outs placed around the base to slide you finger in to lift.
