Does this product come with both the liquid and the plug?  I've not used Feliway before but Amazon seems to be the cheapest option.

Yes it does, I purchased one and also ordered a refill to ensure that I don't run out!  Brilliant product for "neurotic cats", seriously it really does have a calming effect, once plugged in you need to allow a couple of days for the product to circulate and hey presto, your furry friend will slowly calm down and begin to relax. Quality product.

I am adopting a 9 year old cat, I was thinking this might be a good idea to help him be calm and settle in, will it work

It should help a little but you can also get "feliway friends" which simulates the hormone nursing queens produce to ensure harmony between kittens. I use Friends regularly, I think my cats would kill each other without it!

Will this help my 5 year old cat and 1 year old when I move home and change them from being outdoors cats to indoor cats thanks

It should calm them but it may be quite difficult to make them indoor cats. It will not change their personalities only make them feel relaxed.
