Yes they can. I use them for testing tap water and bottled water.

Can these strips be used to test for PH, Chlorine and alkaline levels in spa and pool water?

These test strips are for testing the pH only and ideal for water pH testing. For Chlorine levels you will need Chlorine test strips, for pH & Total Alkalinity then you require the Simplex Health pH & Total Alkalinity test strips.

I need to be able to test acid levels for canning, would these be suitable?

Yes these should be suitable, they are universal pH test strips and work with most liquids.

Can I use these for testing urine and saliva

yes follow the instructions and don't take one test as conclusive but take an average. if you are trying to increase your PH a teaspoon of bicarb in warm water works wonders
