I would say no, these are wicked sharp and 'chisel' edged, its not a whittling tool even for an adult. If you seriously want to entrust a child with a razor sharp knife as needed for whittling, I'd suggest looking at a Mora 106 or 122 carving knife, they would make a good starter whittling knife, the 122 possibly the better one, smaller laminated blade.

Is it carbon or stainless steel? The description says both, so I'm confused.

It is carbon stainless steel. Its the way its treated. Very hard and keeps its edge. Like I said its the most useful knife I have.
