Can this tape be painted over?

Dear customer, it can't. This is aluminum tape used to seal and repair HVAC duct system, dryer vent, fixed hose, etc.

Is the adhesive side of the tape also reflective?

Yes. The adhesive is clear. So it should look almost the same if you were to use it on something transparent. Maybe a very slight difference.
