Basically, it means that measurement ranges (except probably frequency) top out at 6000, with a decimal point appearing somewhere in that number, based on the range. For instance, the 60 volt range would be able to measure up to 60.00 volts.

When you check for dc amps does the reading start from zero because it shows 60a/600a/1000a ?

Reading starts from 00.10A for AC current, and 00.01A for DC current.

Can this be used to find a parasitic draw on a 12 V car battery ?

The seller is wrong. LoZ mode is for voltage, not current! The lowest DC current range is 60 amps. If your parasitic draw on your car battery is 50ma, for example, the meter should read 00.05. That's all you get! The specs for this meter for the 60A range is +/- (2.5% + 8). That "8" means it could be off by 8 counts in the last digit. So if your meter reads 0.05 Amps, the actual current could be as much as 0.13 amps. 130ma parasitic draw puts your car into the "something is wrong electrically" category. So while you can use it and get a reading for your car battery, the reading might not be as accurate as you would like.
