Is it normal to have the horizontal line fade in brightness as it moves away from center cross? The vertical line has a bright line end to end.

a DOT is the brightest, LINE is second brightest, CROSS has a fade because the Second Line has to go through more internal mirrors to be formed from one Laser Beam. All of them Fade because they are not perfectly straight lines and the Horizontal line is the Second Line formed in this device. In a bathroom it worked perfectly for lining up tile on all the walls across from each other as well as the same walls. Your not using it to build a watch at a 100 feet.

Would this work outside at around 30' on a cloudy day? All I need to see is if some gutter work is worth doing. Horizontal line is needed.

It wont be bright outside but it includes a target to help you find the laser line at a distance.

Could this be used for crown moulding, without having to elevate it 8’ off the ground?

yes, it can, as you will need to follow somewhat to your wall to ceiling corner, and you can use this as a guide for it. IF you are putting molding without ceiling, this can also be used leveling it out with the vertical line. But crown molding is not something I would recommend for home decor.
