Do the extension pipes have and id of 2.5" or is it the od? i'd like to know it it will fit over my 2.5 od pipes.

I did exactly the same as J. Abston. The one I received slipped over 2.5" OD pipes. So that's at least two units with 2.5" ID.

Can I use this to repair a portion of my exhaust pipe that has rusted out?

Yes. I replaced my flex pipe that was completely rusted through. Worked great.

Is the mesh/braid only on the outside and not on the inside?

It is nothing but mesh/braid in the center all the way through.
