Hi, no it does not. Everything is packed inside of the turntable's box.

How do you transfer the decorated cake from this turntable onto the serving dish?

If you line the bottom of the turntable with wax paper or parchment paper you can slide the cake off of it and onto a stand. Then just trim the paper up and voila!

how can I fix my cake leveler wires which are too loose to cut evenly

Mine had this same problem. Bend the metal legs out a little at a time till the wire is snug when wrapped over the ends as shown.
