I would also point out that the temperature of the heating elements / battery are going to be probably closer to 70 degrees even when used in cold weather considering that this whole system lives close to the core body temperature and will be rarely called upon to warm up 'cold' without being close to a warm body in freezing weather.

Ok, I read sizes runs too small and too large which is it?

I ordered a medium based off of reviews that it is true to size, however I believe it is smaller. It is snug at the waist, roomy at the chest. I will be exchanging it for a large. For reference I am 5'6", 131lbs and wear a Medium in tops, 6 in pants. I believe it should be a bit snug to keep the warmth close to your body, but the medium is restricting on me.

Is it compatible with 220v in Europe?
