Are the packets equal to 1x8g ?

Each packets contains 16 g, enough for 500 g flour.

Sugar & the other packet is baking powder in right measurements to German baking

indian recipe calls for 2 packets of baking powder, how much will this be in teaspoons.

Packets don't necessarily have a standard size. In Europe 16 grams per packet is kind of the go-to size but there are different sizes as well (e.g. 8 or 10 grams). 1 teaspoon of backing powder is 4 grams but, if the recipe does specify the size of the packet, it is kind of complicated to do the conversion. With these Dr Oetker packets, 2 packets would mean 8 teaspoons, but it sounds an awful lot of backing powder...

is sugar one of the ingredients?

As far as I know sugar is not an ingredient in Backin. In my 50+ years of using this in baking I believe that it is a mixture of baking powder and baking soda. Apparently, the ratio is a proprietary secret and substituting Backin with just baking soda or baking powder does not necessarily achieve the same results.
