Will a siphon start if I’m using this to pump water from a jug down to a lower point once the pump is turned off?

Think so but have not tried for sure

can it be used in saltwater?

I Believe with proper matenace you could use pump in salt water but as with any equipment exposed to the harsh salt water it may not perform as it would in a fresh water environment.
