Can this be used over old wallpaper?

I haven't finished my project as yet, but as a test I put up a trial sheet over my bathroom's improperly installed and halfway removed and then painted wallpaper. It still looks great after several weeks.

Does it look plasticky?

No it has a matte finish. Just put this up in my breakfast nook and it looks fantastic. Have gotten tons of compliments!
