No. Heat is used to loosen this sealant. Use pipe dope.

Is this compatible with propane lines?

It should be I never used it I did used it on auto gas systems which are a propane mix

Would I need to use the 7649 primer if I was screwing a brass fitting (active metal) into a stainless steel (inactive metal)?

Actually I would recommend anti-seize compound. This will lock the thread where anti-seize will prevent reaction between dissimilar metals
