How many feet of balloons does this make? I Have a 12 ft arch

I did not measure but if you want it to go up one side 12 ft and then over and down the other side you may want two kits to be safe.

Does it come with an arch or only balloons?

The kit comes with a clear plastic decorative strip that has small holes that you insert the inflated balloons in. The ‘arch’ shape depends on how you hang and attach the decorative strip once it has balloons added.

How big is the final product?

I did not use all the balloons and still made a pretty large half arch.

Is this sturdy for outdoors? I feel like a brisk wind would knock it down.
