How do you know when it's fully charged ?

If connected to a power source like USB or a 5 or 6 Volt solar panel, the lights will blink when charging. When fully charged, all 4 LEDs will turn solid.

Can I plug in into a wall outlet & keep drawing power from it always? I do not have any solar need. Any other product recommendation for my purposes?

Yes, the V25 has "pass through charging." It can accept a full charge and discharge at the full rate at the same time. If your power shuts off, there is no lag in power to your device. Customers do use it as a UPS.

First one was faulty. Second one good

No idea whether they have quality control. First one was clearly faulty (no power from the right hand USB port). So easy to test before it leaves production for something twice the price of a normal USB power bank. But - the second one is fine and quite good. A shame it doesn’t have a small display for power level - just four little lights.
