Can this go through a router or switch and still be usable?

No. Although it is using an ethernet cable for the wiring it provides, it is unrelated to networking. The cable must dedicated to the extension- in a peer to peer way, no routers and switching involved.

Is there any latency with this? I want to use this for gaming.

I have not seen any. we use them with Smartboards controls.

Am i able to have a network signal coming the other way around, like a network adapter receiving a signal and transmitting it through usb to ethernet?

This USB 2.0 extender can only USB signals, and the Ethernet cable is just a way to extend the distance. It's not network adapter.
