You only need enough to fill the bottom bowl, does not take that much.

does these have pumps ?

Yes, there is a small, cheap pump in the base. If it stops working, you can replace it with a better, more noiseless one or even a small fish pump if you are confident with a bit of re wiring and sealing.

does this fountain have a loud motor sound or just the sound of running water?

For a few hours it was a nice running water sound. Eventually the sound of the motor became so loud that there was absolutely no point in running this item. Someday I may take it apart and see if there is hope of fixing it. Another one from the same manufacturer behaved exactly the same way.
