Do I need any other ingredients other than this to make cells when pouring paint?

First, there any ways to make cells, clouds, lacing effects and silicone is just one way but not the only way. I don’t care for silicone cells so I get cells/effects other ways including with paint conditioner. Owatrol-brand paint conditioner is called Easy Flow in the US, Floetrol in the U.K. Flood-brand makes paint conditioner and sells it as Floetrol in stores like Home Depot in the US. Owatrol-brand’s version is similar but not identical as Flood’s. If you’re serious about pour painting, get both and experiment as they produce different effects. I’m definitely doing that after seeing the European artist’s results with Owatrol! Paint pouring is like baking without a recipe. It’s experimental science and art. Nearly impossible to get same results twice in a row. Talent, technique, supplies and ingredients all factor in.

Why would you have to strain Easy Flow?

There is no definitive answer to this and it really depends on the product and what it’s like when you pour it out and what you will be using it for i.e. as  paint additive or for acrylic pouring. When using it for acrylic pouring some people do like to strain it to be absolutely certain that they do not have any bits in the paint from dried product that may have stuck to the top of the bottle near the cap. 
The only time you may wish to strain it, when using it as a paint additive, is if you have previously used the Floetrol, so have plenty of air in the bottle causing any of the product that has not run back down the inside of the bottle to dry and stick to the inside, again near the cap.
