The only thing this isn't clear about, is can you use this while the turtles are in the tank or do I need to remove them?

This is safe to use with the turtles in the tank. I am I am a huge fan, it keeps the tank clear and much cleaner. I do add it whenever I replace filters and found i only need to clean my tank only twice a year.

Does it work for a beta fish ?

I have no idea regarding beta fish. I have snapping turtles and it didn't do anything except keep their water cloudy.

What happens if you put too much in the tank?

Nothing will happen but as long as you can use it weekly to eliminate the odor it should get rid of the bacteria and establish cleaner, clearer water. If you don't use this and the water is left untreated, turtle will get sick
