Will the 6 inch clamp be enough to wrap around a honda civic front disc caliper so i can recompress front caliper to replace my front brake pads>?

Use a vice grip C clamp instead. It is much easier to put on, provides great pressure, faster to get it done as well. C Clamps for brakes would be horrible. Go the vice grip way, much better.

Dimension of screw and pad

On the 4 inch Tekton c-clamp, the pad diameter is 7/8 inch. The screw is 9/16 inch in diameter, and is approximately 6 inches long.

Will it rust with exterior use (ie rain)?

I don’t use any tool normally in the rain. But if it isn’t constantly left out it should be fine. If you use any tool in the rain you should dry them off.
