Are they steel toe caps

No...but there are other Dirt Boots with steel toecaps. The Chore Boot, I think.

It says in the description that heel height is 1cmm, but they look flat. Are they zero drop? Or is there a drop of 1cm from heel to toe?

I would say that they are flat, there is no heel, but the sole may well be 1 cm thick. They are not very good quality. I would recommend Muck Boots Company. More expensive but very durable. We have had both. On these boots, the material trim around the top of the boot came undone after only two wears!
