Hi, can i use them in 3 way? I need to place one on the top and another one on the bottom of my stairs.

Yes according to the instruction manual here: http://ecx.images-amazon.com/images/I/71rJUsXIQ3S.pdf (link above feedback on Amazon) Connect Black to blacks. Connect the blue wire on each to the black wire going to the light. That will allow both to sense motion at same time. Can also be used with a normal 3 way switch where blue is the carrier wire.

will thsi work in Europe?

all depends on your voltage in Europe. Seems to me if it is 110 to 277 volts there should not be a problem. anything more than that and it probably will not work. best bet would be get ahold of Leviton.

can i dissable the motion sensor? and just use it as an on/off switch?

On some wall mounted motion sensors there is a switch with OFF-ON-AUTO functions. This is referred to as manual on/off override. It allows you to easily switch between full manual and automatic modes.  This unit is not so equipped.  It can be setup to allow manual on off functions, but this requires gaining access to the setup controls (under the cover). To go back to full automatic operation you once again have to change the internal settings. Not exactly convenient, or practical if you wish to change back and forth on a routine basis.

Is a neutral line required?

Like most switches, a neutral does not attach to the switch.  This dimmer has 3 wires, hot, load and ground as does a typical single pole light switch. Also, it is not powered through the ground as someone else stated.  Read the user guide if you don't understand this.  The neutral wire runs from the light fixture(s) to the neutral in your load center.  The circuit requires a neutral. If you are replacing a standard single pole switch this device should work fine.  In a 3-way circuit, the switches connect in parallel to the line (hot) and load (fixture) so only 2 wires are required between the switches unlike a typical 3-way circuit which requires 3 wires between the switches, so it you are replacing standard light switches you will have an extra wire.
