What is the diameter of the hole at the top?

4" diameter. Just right for standard paper strainer.

Is the height adjustable?

No, the height is not adjustable.

Would this be helpful for other household uses such as draining the last drops of detegerents, liquid handsoaps or even ketchup and salad dressings?

I don't see why not - you could probably use any appropriate sized cone filter, not just the ones you get at the paint store.

It says the package is 9" but how tall is this from base to filter opening?

the stand comes in 2 pieces that you put together but assembled it stands 11 inches
