Does the outdoor wireless sensor need to be outside for the clock to display the correct outdoor temperature?

No. You can put the wireless sensor in your junk drawer and the transmitter will communicate with the energy in the snow crystals outside and give you the outside temp. In the summer it uses the UV rays from the sun to get the outside temp.

Will it work outside the us?

The clock displays US time. It will not work outside the United States.
