Does it affect the adhesive qualities of barge cement?

Barge cement dries out easily, especially if the can is old, or you leave it uncapped for any length of time. If your cement is dried out, ie too thick, thinning it with Barge thinner will aid the penetration of porous surfaces, and increase the adhesive qualities. If the cement is normal thickness, it's not necessary to thin, strictly speaking.

Does this remove paint? I plan to use this to clean up a bond I made with barge cement, but am worried about removing paint.

If the glue set while in contact with a painted surface, it is bonded to the paint so it will take the paint with it when you remove the glue residue.
